Agreement to Terms

By accessing and using the Enugu State Vendor Portal, you agree to be bound by these Terms of Service. This platform is owned and operated by the Enugu State Government. If you do not agree to these terms, please do not use this service.

Vendor Eligibility

To register as a vendor, you must:

  • Be at least 18 years of age or the legal age of majority in your jurisdiction
  • Have a registered business or be operating as a sole proprietor in Enugu State
  • Provide accurate and complete registration information
  • Have a valid bank account for receiving payments
  • Comply with all applicable laws and regulations in Nigeria
  • Possess valid government-issued identification
  • Maintain good standing with relevant regulatory bodies

Account Responsibilities

Account Security

You are responsible for maintaining the confidentiality of your account credentials and for all activities that occur under your account. You must enable two-factor authentication (2FA) and immediately notify us of any unauthorized use.

Account Information

You agree to provide accurate, current, and complete information during registration and to update such information to keep it accurate, current, and complete. False or misleading information may result in account suspension or termination.

Vendor Obligations

As a vendor on our platform, you agree to:

  • List only genuine products that you have the legal right to sell
  • Provide accurate product descriptions, pricing, and availability information
  • Honor all orders placed through the platform
  • Deliver products in a timely manner as agreed with customers
  • Respond promptly to customer inquiries and complaints
  • Comply with all applicable consumer protection laws
  • Maintain adequate inventory to fulfill orders
  • Not engage in fraudulent, deceptive, or misleading practices

Prohibited Items & Activities

The following are strictly prohibited on the platform:

Prohibited Products

  • • Illegal drugs and substances
  • • Weapons and ammunition
  • • Counterfeit or pirated items
  • • Stolen goods
  • • Hazardous materials
  • • Adult content and services

Prohibited Activities

  • • Price manipulation or gouging
  • • Fake reviews or ratings
  • • Harassment of customers or staff
  • • Tax evasion or fraud
  • • Multiple accounts for the same business
  • • Circumventing platform fees

Violation of these prohibitions will result in immediate account suspension and may be reported to law enforcement authorities.

Fees & Payment Terms

Platform Fees

The platform currently operates under a subsidized model by the Enugu State Government. Standard transaction fees may apply:

  • Basic listing: Free
  • Commission on sales: As determined by government policy
  • Premium features: Promotional fees may apply
  • Payment processing fees: As charged by payment providers

Note: Fee structures are subject to change with 30 days' notice to vendors.

Payment Processing

Payments for orders are processed through our secure payment partners. Funds are typically disbursed to your registered bank account within 3-7 business days after successful delivery confirmation. The platform reserves the right to hold payments during dispute resolution.

Intellectual Property

By uploading content (images, descriptions, etc.) to the platform, you grant Enugu State Government a non-exclusive, worldwide, royalty-free license to use, reproduce, and display such content for platform operations and promotional purposes.

You represent and warrant that you own or have the necessary rights to all content you upload and that such content does not infringe on the intellectual property rights of others.

Limitation of Liability

The platform is provided "as is" without warranties of any kind. Enugu State Government shall not be liable for:

  • Indirect, incidental, or consequential damages arising from platform use
  • Loss of profits, revenue, or business opportunities
  • Disputes between vendors and customers
  • Service interruptions or technical issues
  • Actions or omissions of third-party service providers

Our total liability shall not exceed the fees paid by you in the 12 months preceding the claim.

Account Termination

By You

You may terminate your account at any time by contacting support. You remain responsible for any outstanding obligations, including pending orders and fees.

By Us

We reserve the right to suspend or terminate accounts that violate these terms, engage in fraudulent activities, or for any reason with or without notice. Upon termination, your right to use the platform ceases immediately.

Governing Law & Disputes

These Terms are governed by the laws of the Federal Republic of Nigeria and Enugu State regulations. Any disputes arising from these terms or platform use shall be resolved through:

  1. Good faith negotiations between parties
  2. Mediation by Enugu State commerce authorities
  3. Arbitration in Enugu State, if mediation fails
  4. Litigation in Enugu State courts as a last resort

Changes to Terms

We reserve the right to modify these Terms at any time. Significant changes will be communicated via email and platform notifications at least 30 days before taking effect. Continued use of the platform after changes constitutes acceptance of the modified terms.

By using the Enugu State Vendor Portal, you acknowledge that you have read, understood, and agree to be bound by these Terms of Service and our Privacy Policy. This is a legally binding agreement between you and the Enugu State Government.
